
Andrew Carmona, MPA, is a co-founder, Board Treasurer, and Director of Impact for Voces y Manos. Based in Washington D.C., he provides freelance impact measurement and monitoring and evaluation services to a variety of private, not for profit, and governmental clients. He has over 17 years of experience helping clients design and implement performance management systems, program evaluations, and strategic visioning. Since 2015, Andrew has led or participated in more than 45 program evaluations and assessments in 22 countries and 15 sectors of work. He works in English, Spanish, and French. Prior to the USAID dissolution in early 2025, he managed a $60m portfolio of program evaluation and third party monitoring activities for U.S. government funded projects in Ethiopia, Mozambique, and West Africa.
Originally from Southern California, Andrew holds an MPA in Development Practice from Columbia University's School of International and Public Affairs and a BA in International Studies from UC San Diego. In his spare time he enjoys playing and watching baseball and soccer, making sandwiches, backpacking, hiking, and storytelling.
